目下の世界的な金融・経済危機の中、わが国の政治・外交、ビジネスの意思決定者は、国内・短期的志向に陥りがちである。しかし、この危機を越えた先に、人類の歴史上前例のないスケールとマグニチュードで迫る中国の人口高齢化を、中・長期戦略のレーダーにとらえている人は、まだまれである。中国との政治・経済依存関係が深まる中、同国の行く末に大きな利害関係を持つわが国は、隣国の人口動態リスクも注視しておかなければならない。以下では、中国の高齢化の影響を幾つかの側面から概観してみる。

"NATO and Japan: Strengthening Asian stability," NATO Review (Summer 2007).

Prime Minister Shinzo Abe's visit to Alliance headquarters in January 2007 - the first visit by a Japanese head of government - marked a high point in the NATO-Japan relationship, which has developed steadily since the early 1990s. The Alliance and Japan have started a strategic dialogue, with high-level officials meeting regularly. In addition, a series of NATO-Japan Security Conference have been held since 1990.

In my view, more NATO-Japan collaboration would be useful, given the importance of the Asia-Pacific region to global stability, and given both parties' complementary needs and interests. This was also the message brought back by 22 parliamentarians of the NATO Parliamentary Assembly to their capitals after visiting Tokyo and Osaka, Japan in June 2007.

"Asia in Global Security: An Epicentre of New Instability," a paper prepared for the SIPRI 40th Anniversary, Session "Global Powers, Global Threats," Stockholm, 13 December 2006.

In post-Cold War Europe the risk of major armed conflicts has been reduced to a very low level, and unconventional threats such as terrorism currently dominate European security concerns. In Asia by contrast, the picture is much gloomier; there is still a risk of conventional inter-state conflicts and power struggles, as well as unconventional threats. While the peace process between India and Pakistan has progressed since 2004, there are still two flash-points in East Asia, the Korean Peninsula and the Taiwan Strait, where the risk of inter-state conflict involving weapons of mass destruction (WMD) cannot be ruled out in the worst case of conflict escalation. Additionally, the East China Sea and Spratly Islands can be counted as a risk zone for armed conflicts over territory and natural resources, as China’s hunt for natural resources is intensifying, backed by its growing military muscle. China’s rapid military build-up is a challenge to many countries in the region. Meanwhile, the USA’s overseas forces are undergoing global re-deployment and re-organization, which affects the Asia-Pacific region, adding another factor of regional security uncertainty in the coming years. The lack of credible regional confidence and security building measures in East Asia can only aggravate this already volatile situation.

「原爆投下60周年：人道主義の原点に返って」『VIEWS』2005年秋号掲載記事

広島・長崎原爆忌60周年の今年7月末、広島で開催されたパグウォッシュ会議に参加した。同会議がノーベル平和賞を受賞した1995年の広島会議に初めて参加して以来丁度10年、感慨もひとしおだった。しかし、5月のNPT再検討会議の失敗や北朝鮮・イランの挑戦に見られる核不拡散体制(NPT)崩壊の危機、核兵器が実際に使用される危険性の増大、にもかかわらず会場に充満する無力感、核兵器に対するある種の不感症を見て、非常な危機感を新たにした。

「2004年公的年金改革の再考」『政策空間』2007年11月号掲載記事

筆者は、米国ワシントンDC所在の民間シンクタンクで、世界的に進行する人口高齢化の影響を分析し、この対策案を各国の国内政策として、また、バイ・マルチの国際政策として提言する活動に従事している。このため、日常的に各国の高齢化政策の動向に触れ、政策担当者、学者、民間企業経営者と意見交換や助言をする環境に身を置いている。その政策の代表例である公的年金については、既に国内の専門家から多くの研究や提言がなされているが、外側から眺めてこそ見えることもある。本稿は、2004年の公的年金改革を再考しつつ、次のステップのためのブレーンストーミングを目的とする。
