Mika Shimizu, Co-Director

Mika Shimizu is a Co-Director at the Global Policy Initiative. She is also a Researcher at the Nomura Research Institute, America. Prior to the current position at Nomura, she was a Researcher at the Embassy of Japan in Washington, D.C. (1999-2001). Her research interests include global issues, global risks, and nonprofit sectors. She holds an M.A. in International Law and Politics from American University. She conducted her doctorate research at George Mason University and earned her Ph.D. in International Public Policy from the Osaka School of International Public Policy at Osaka University in 2006. She has lived in Washington, D.C. since 1998.

Keisuke Nakashima, Co-Director

Keisuke Nakashima is the co-director at the Global Policy Initiative, a virtual public policy think tank. He is also assistant director and fellow with the Global Aging Initiative (GAI) at the Center for Strategic and International Studies (CSIS) in Washington, D.C. His research interests include the economics of population aging and social security reform. He is the author of numerous articles on aging trends in East Asia. He recently co-authored China's Long March to Retirement Reform: The Graying of the Middle Kingdom Revisited (CSIS/Prudential, 2009, in English and Chinese); "Meeting Japan's Aging Challenge" (Keidanren-USA, 2008); and The Aging of Korea: Demographics and Retirement Policy in the Land of the Morning Calm (CSIS/MetLife, 2007, in English and Korean). He began his tenure at CSIS in October 2002 as a research intern with GAI and was subsequently promoted to research assistant in August 2003, to research associate in November 2004, and to his current position in January 2009. Nakashima holds an M.A. in international relations from the Maxwell School of Citizenship and Public Affairs at Syracuse University and a B.A. in Anglo-American studies from Kobe City University of Foreign Studies. He has also studied at the School of Advanced International Studies at Johns Hopkins University and at Newbury College. He is fluent in English and Japanese.

Masako Ikegami, Policy Expert Member

Masako Ikegami is a Policy Expert Member at the Global Policy Initiative. She is currently Professor of the Department of Political Science of Stockholm University. Since 1999 she has held other academic positions at the university. She was a POSCO Visiting Fellow at the East-West Center in Honolulu, Hawaii (April & July 2005) and a Rotary International Research Fellow at Uppsala University in Sweden (1987-1988). Prof. Ikegami researches on East Asian security studies by inter-disciplinary approach combining political-sociology, political-economy, and international relations. She holds a Ph.D. in Peace and Conflict Research from Uppsala University (1998) and a Ph.D. in Sociology from the University of Tokyo (1996).

Kentaro Yoshida, Fellow

Kentaro Yoshida is a fellow at the Global Policy Initiative. He is currently a visiting fellow with the Office of the Japan Chair at the Center for Strategic and International Studies (CSIS) in Washington, DC (currently on leave from the Japan External Trade Organization or JETRO). He is also a Ph.D. candidate at Yokohama National University in Japan. Prior to the current position, he was a research fellow at the Institute of Development Economics at JETRO. His research interests include regional economic development and regional innovation system. He has written a number of articles and books (co-authored), including “The Role of Innovation in Building a Sustainable a Technology Cluster: The Austin Case,” in The Flowchart Approach to the Formation of Industrial Cluster, JRP Series no. 141 (IDE-JETRO, March 2007) and “Process and Factors of Industrial Cluster Formation: A Flowchart Approach to Industrial Cluster Policy in Japan,” in Kuchiki, A. and M. Tsuji eds., A Flowchart Approach to Industrial Cluster Policy (Palgrave Macmillan, 2008). He received an LL.M from University of Tsukuba.

Kiyoto Tsuji, Fellow

Kiyoto Tsuji is a fellow at the Global Policy Initiative. He joined the Japan Chair at the Center for Strategic and International Studies (CSIS) as a research associate in the summer of 2007, where he conducts research on U.S.-Japan relations, Japan’s security policy, and Japan’s domestic politics. Mr. Tsuji has previously held positions in the private, public, and nonprofit sectors, including an advertisement consultant for an advertising agency in Tokyo, policy staff for a Japanese Diet member, and the Tokyo representative for Asia Society’s 17th Asian Corporate Conference. Mr. Tsuji received his B.A. in economic from Kyoto University and his M.A. in international affairs from Columbia University’s School of International and Public Affairs. He was born in Tokyo and grew up in Vancouver, Canada, and is fluent in Japanese and English and proficient in French and German.

Aki Naganuma, Fellow

Aki Naganuma is a Fellow at the Global Policy Initiative. She is also a journalist and staff reporter of Tokyo-Chunichi Shimbun's Washington D.C. Bureau. She was a staff writer at Hokkaido Shimbun Press and an editorial assistant at Foreign Affairs Japan. She holds an M.A. in International Relations from the Elliott School of International Relations at the George Washington University and a B.A. in International Relations from Tsukuba University.

Masanari Koike, Fellow

Masanari Koike is a Fellow at the Global Policy Initiative. He is also a Visiting Lecturer both at Nihon University and Tsinghua University, and a Ph.D. candidate at the University of Tokyo. His research interests include the international security and economy, currently focusing on energy security issues. He holds an M.A. in International Relations from the School of Advanced International Studies at Johns Hopkins University and a B.A. in Economics from Sophia University. He has professional experiences at a Japanese trading company and at an office of a member of Councilors, Japan. He is a coauthor of The Future of Japan and Asia that FTAs Create (in Japanese, Open Knowledge, 2006).

Makiko Ueno, Senior Adviser

Makiko Ueno is a Senior Adviser at the Global Policy Initiative. She is also a Professor of the School of Policy Studies at Kwansei Gakuin University in Sanda, Japan. Prior to the current position, she held several academic positions, including Designated Professor of the Graduate School of Engineering at Osaka University, Professor of the Graduate School of International Public Policy at Osaka University, and Adjunct Professor at the Union Institute & University, Graduate College. From 1986 to 2003 she was a Research Associate at the Urban Institute in Washington, D.C. Prof. Ueno first introduced U.S. housing policy research and evaluation to Japanese housing study. Since then her areas of research interest have expanded to policy analysis/evaluation, a nonprofit sector, independent think tanks, and civil societies. Her major publications include Think Tanks in a Democratic Society: An Alternative Voice (edited with Jeffrey P. Telgarsky, 1996; Japanese edition, with Naoto Yamauchi, 2007). She holds a doctorate degree in engineering from the University of Tokyo.

Kei Karasawa, Senior Adviser

Kei Karasawa is a Senior Adviser at the Global Policy Initiative. He is also a Professor Emeritus at Ritsumeikan University and Adviser of the International Education Program at Tokyo International University. He has held a number of academic positions, including Professor of International Relations at Tokyo International University (2001-2006), Professor of International Relations at Ritsumeikan University (1988-2001), and Visiting Professor at the School of Advanced International Studies, Johns Hoskins University (1994-1995). His recent publications include Tenseiki no Sekai Keizai (The World Economy in the Period of Dramatic Change, in Japanese, 2007), Ekkyo-Suru Shigen Kankyo Mondai (The Cross-Border Energy Environment, in Japanese, 2002), Ajia Keizai Kiki to Hatten no Kozu (The Structure of Economic Crisis and Development in East Asia, in Japanese, 1999). He holds a Ph.D. in Economics.

Hirotsugu Koike, Senior Adviser

Hirotsugu Koike is a Senior Adviser at the Global Policy Initiative. He is also professor with the School of Policy Studies at Kwansei Gakuin University (since April 2009). Since he joined Nikkei in 1974, he had held a number of positions, including staff writer for macroeconomic policies, Singapore bureau chief (1985-89), Washington bureau chief (1993-97), senior writer for international affairs (1997-98), foreign news editor (1998-03), editor-in-chief of The Nikkei Weekly and Nikkei Net Interactive (2003-04), editorial writer (2004-05), president of Nikkei Europe (2005-08), and deputy chief editorial writer (2008-09). He is currently board member of Policy Studies Association Japan and life-time member of Clare Hall, Cambridge. Mr. Koike was vice president at the National Institute for Research Advancement (NIRA) (2000-06), a member of the Study Group on Asia and US-Japan Scurity Rlations at the Cuncil on Foreign Relations (1994-97). His recent publications include A Comparison of Policy Making Process between US and Japan (1999), A New Framework for Asia-Pacific Cooperation (1993), and New Thinking for the 21st Century (1993). He holds a B.A. in Economics from Yokohama National University.
